CLLR Muesee KAZAPUA

Born in 1980, Muesee Kazapua is a member of the Windhoek City Council, representing the ruling, SWAPO Party. He joined the City Council in 2010 as a youngest member of Council. He served as a member of the Council’s Management Committee in 2011, before his election as the Deputy Mayor of the City of Windhoek in December 2012.

In December 2014, he was elected as the Mayor of the City of Windhoek and was re-elected in December 2015. He is currently serving his fifth term, after being re-elected, again, in December 2018. As Mayor, Muesee committed Council to a Priority Agenda which includes focal development areas such as; provision of basic services to informal settlement areas, land housing, food and nutrition security, sustainable urban transport, promotion of local economic development and job creation, and environmental management. At the Party level, Mayor Kazapua is serving as a member of the SWAPO Party Youth League Central Committee and as a member of the District Executive Committee for the Katutura Central District.

Apart from being the Mayor, Muesee serves as the Chairperson of the Corporate Social Responsibility Committee, and as a member of the Public Participation and Consultative Governance Committee, Streets and Places Naming Committee, and the Sustainable Urban Transport Committee. He is also serving as a Board Member of the Association of Local Authority in Namibia (ALAN). 

At the national level, Muesee has been appointed as the Chairperson for the Water Advisory Council of Namibia. He is involved with community activities, cutting across, various social upliftment programs involving youth empowerment projects, support to vulnerable groups as part of the mayoral outreach program involving provision of food and other materials to kindergartens.

On international local government politics, Muesee is a Board Member of the Commonwealth Local Government Forum (CLGF) and is serving as a founding Member of the Steering Committee of the Commonwealth Sustainable Cities Network (CSCN). His vision for the city is driven by the principle that democracy must bring material fruits to all, particularly the poor, the marginalised and the vulnerable.

Mayor Kazapua holds a Diploma in Youth Development and a Certificate in Local Government Administration from the Open University of Zimbabwe, in collaboration with Namibia College of Open Learning (Namcol). He also obtained a Development Management Programme (MDP) Certificate, from the University of Witwatersrand, South Africa and a Certificate in English for Business from ILSA Independent College.

Because local Councillors in Namibia are part time elected public office bearers, Mayor Kazapua is employed as Coordinator: Stakeholders and International Relations, at the National Youth Council.
